Radio personality Rena Maples is on a quest: to rid her hometown of dirty movies. She is "the Smut Bandit", and she has been raiding the local movie stores and ridding them of pornographic movies for at least the last six months now. Angelo Cloister is homeless. He's been living on the streets for a long time. He has this dream of winning the lottery; this is where the usage of the word "lotto" in the title comes from. The word "lotto" in the US is slang/short for "lottery". He's been listening to Rena Maples' radio show for a long time and is a huge fan.

Both Rena and Angelo are heart-broken on account of some things that happened to them in the past. Their heartbreak is the very reason why Rena has turned to criminal behavior as a means of ridding her hometown of pornographic movies, and why Angelo is on the streets living what at times can be very difficult.

In this story, the hero and heroine come together to help each other; it is very important to me that the hero and heroine do this; if they don't, then they can't be called "hero" and "heroine". I have read a lot of romances where the hero and heroine don't do this at all.

This story is about two "african-americans", but it doesn't come under the category of "urban"; it's just a plain old-fashioned romance with a modern twist.
