Moses had been taught the Mysteries of the Universe and how to use his knowledge. He tried to share this knowledge. He knew that anyone could access their inner powers and solve their day to day problems. But he couldn't tell it openly and over millenia, we have taken these Laws literally. Jesus's Parable of the Sower illustrates the different levels of understanding. This is one of the levels.
