Victoria Garcia is the Whisper, a vigilante who is rarely seen and the source of much controversy in her city. She has a strict moral code and works hard to keep her secret from her sister and father.
But, it is also Victoria's responsibility to hold her family together after the death of her mother. As her sister goes into a downward spiral and her father finds solace at the bottom of a bottle, she begins to question her own morals and the morals of her city. Will she become a monster or a hero in the eyes of the city? And, really, who has the right to make that judgement?
