According to Blavatsky, it comes comes from “The Book of the Golden Precepts”, translations of three “fragments” from that book (of which there are 90 and she had memorized 39). This Book is said to include both Buddhist and pre-Buddhists views on spirituality. which “forms part of the same series as that from which the ‘Stanzas’ of the Book of Dzyan were taken, on which the Secret Doctrine is based.”
