Following the self-destructions of the American, Chinese and Russian government's Military and Political leadership in Vol 1 the world has a huge vacuum at the top and is left almost leaderless. This massive crisis is not generally blamed upon the Galactic Council who had merely returned the nuclear weapons fired at it and millions of humans visiting the GC's Exposition site on the Moon. True: Those weapons had been returned in a slightly 'already gone off' state; but in general humanity didn't hold that against the GC.
The results of the first referendum show a majority in favor of exploring GC membership further. The GC now has the power to ensure peace on Earth during the electioneering and the right to force Earth's politicians, media and other organizations, to negotiate IN GOOD FAITH ONLY!
A criminal gang of small gray aliens who steal an APPTech machine and get it working after blackmailing some lead out of the US President
While Anne is off enjoying herself with a very short war (Milliseconds long!) to destroy some truly evil entities, Fenwycke is summoned to a meeting where he learns of a fleet of Ark Ships heading towards the GC JV from the direction of the 'nothingness' beyond the known universe. He also knows; since it is common knowledge that the whole GC JV is already overcrowded with only enough resources to last until the end of the current universe and only then if it tightly controls the population and resources used by its existing members.
He recommends to the Galactic Congress Committee that the Ark Fleet is told to move on; they agree. Fenwycke also appears to lose ownership of the Moon back to the new American President who's ego was badly bruised because he had been responsible for losing the Moon to its long term occupants: 'The Sleeth'; in the first place.
During their search for more information about Life Force Energy (Liffrey) they meet an ethereal being called Jarshore who has been trapped in a sphere made of a strange elemental dust by one of the GC's founders for reasons they have yet to discover.
Will he prove to be a friend or a foe?
The human leadership is kidnapped in its entirety and sequestered on the Moon by Fenwycke who insists they negotiate, in good faith, the options to be presented to humanity in the upcoming referendum.
George is busy measuring the size of the universe with his new super fast AnBeaming capabilities created with the help of Darshell. Darshell is a multi-billion year old teenager whose people slept in a cave and had helped Anne find her implacable enemy.
That 'other' group of small grey aliens, the 'criminally inclined' ones, has mischievously and quite accidentally destroyed Mecca while trying to obtain a water tank. They need to bail out their lead shot 'mine' in Iceland to fuel their APPTech machine. This accidental, surprising and unwanted action, has prompted various Muslim Terrorist groups to join together in order to acquire and plan the use of a nuclear weapon if only they knew who to attack with it.
As everyone waits to see what the 2nd referendum results will bring does anyone in any of the government departments or astronomical observatories have the nerve to tell the public about the impending end of everything?
